The sexual education is a subcategory of the physical education that is among the six educational topics of the document of fundamental change. This qualitative research was conducted with the purpose of identifying, analyzing, and explaining the sexual education strategies of adolescent girls with the method of grounded theory. The population included the experts of Islamic education and, based on the theoretical saturation of the interview, 28 people were purposefully selected and were interviewed through in-depth semi-structured interviews. The data were analyzed with the system of open, axial, and selective coding. According to the findings, two intra-family and extra-family strategies should be taken into account in sexual education program. The intra-family strategy includes training-oriented program, the management of girls' behaviors in the family, and scientific empowerment of parents on sexual education. The other strategy consists of the development of culture based on religious teachings, society support, limiting and effective challenges, and effective factors on sexual education. Consequently, sexual education is a process and it is necessary to consider both the intra-family and extra-family environments in formulating its strategies.
